35 | Medicaid_9_1 | (0) Inactive | Technical change | 2001-08-13 10:48:23 |
36 | Medicaid_10_0 | (0) Inactive | Move forms (except for tables) into C++ code.
Added the rule AnnualBaselineEligibilityType. | 2002-01-18 11:09:13 |
37 | Medicaid_11_0 | (0) Inactive | Replace rule "PovBasedStatePctForPregAndInf" with two rules "PovBasedStatePctForPregnant" and "PovBasedStatePctForInfants". | 2002-02-14 12:29:04 |
38 | Medicaid_11_1 | (0) Inactive | | 2002-01-23 08:19:10 |
39 | Medicaid_11_2 | (0) Inactive | | 2002-01-23 10:36:07 |
40 | Medicaid_11_3 | (0) Inactive | Add rule "AllocFlag665". As in the other welfare modules, this puts a further restraint on who can be considered a reporter. By default, no variable is specified for this rule. Only if the user specifies the person variable "AllocFlag665" for this rule will it have any effect. | 2002-01-23 11:43:45 |
41 | Medicaid_11_4 | (0) Inactive | For those states that have "Rule 209B" in effect, a person who would normally be eligible for medicaid via their SSI eligibility must pass additional income and asset tests. Previously, while their income was being correctly compared to the income limit, their assets were also being compared to the income limit rather than the asset limit. If you wish to duplicate the error (for consistency with older runs) simply change the asset limit specified in the "Rule209B" rules to the income limit. | 2002-02-04 10:28:31 |
42 | Medicaid_11_5 | (0) Inactive | | 2002-02-08 14:13:54 |
43 | Medicaid_11_6 | (0) Inactive | | 2002-02-19 10:28:41 |
44 | Medicaid_11_7 | (0) Inactive | Add monthly enrollment capability and make it the default method, but preserve the ability to go back to old annual method by setting the new rule "UseAnnualEnrollmentFunction" to "1". | 2002-02-22 11:31:22 |
45 | Medicaid_11_8 | (0) Inactive | In alternative simulation using annual enrollment method, factor in baseline results when making enrollment decision. Add new rule "AnnualBaselineEnrollmentReason" (in alternative run should point to the baseline output "ReasonForEnrollment" ). Corrected function "RcvdFedCashBenefitsAtAllInYear". This had an error starting with version 11_0, causing some benefits in an alternative run to be incorrectly calculated. | 2002-02-26 09:28:39 |
46 | Medicaid_11_9 | (0) Inactive | If a person is eligible for both CHIP and as medically needy, CHIP takes precedence if the person is only eligible as medically needy because the spend-down was applied to their income and assets. However, previously when determining if a person is eligible as medically needy before the spend down, the spend-down was in fact being applied to their assets. This was corrected (it has a minor impact -- two persons change from medically needy to CHIP in the 1998 baseline). | 2002-02-28 10:24:06 |
47 | Medicaid_12_0 | (0) Inactive | Add new rules EnrollmentAdjustForCHIP,
AvgMonthlyTargetsForCHIP, and
EnrollmentTargetsForCHIP, but still don't enroll
CHIP eligibles. | 2002-03-18 15:21:47 |
48 | Medicaid_12_1 | (0) Inactive | Allow CHIP eligibles to enroll. Also, modify
SetMonthlyEnrollmentProbs so CHIP eligibility
takes precedence over Med Needy. This way,
CHIP months will be allocated to reporter months
before Med Needy. | 2002-03-19 11:04:44 |
49 | Medicaid_12_2 | (0) Inactive | Correct "AM" tables. Previously, to determine
which months a person was enrolled, they
looked directly at the EligibilityType monthly
result variable. This caused persons who were
enrolled (annually) to be considered enrolled
even in months of CHIP eligibility. The
tables should have been using the function
"GetMonthlyEnrollmentType"
instead. | 2002-03-28 15:17:53 |
50 | Medicaid_13_0 | (0) Inactive | Added IncomeSmoothing (new separate
module). New state-level program rule is
"ApplyIncomeSmoothing".
Corrected name of annual output field from
"FamilyIncome" to "AnnualFamilyIncome"
not merely for clarity but because the former, if
selected for output, resulted in an aborted run.
[Note that remaining "FamilyIncome" is both a
monthly output and a program rule, though the
program rule is no longer used by the code.
Earned and unearned components are now
separately identified and processed. | 2002-04-26 13:28:12 |
51 | Medicaid_14_0 | (0) Inactive | Add capability to model 1931 rules via results
from special AFDC runs. Add variablelist rules
Mandatory1931Eligible and Optional1931Eligible. | 2002-05-06 11:15:05 |
52 | Medicaid_15_0 | (0) Inactive | Table C2 moved from forms. Note that there are
differences when running older versions
compared to this one. Persons were incorrectly
assigned Private coverage; for example, person
4
in household 959 and person 8 in household
428,
on the 2000 Immigrant adjusted CPS. | 2002-05-15 11:27:49 |
53 | Medicaid_15_1 | (0) Inactive | | 2002-05-24 11:47:14 |
54 | Medicaid_16_0 | (0) Inactive | Two new National rules added: HierarchyOption
and AfdcAutoElig to accomodate changes to the
eligibility hierarchy. Note: because of this change
to the hierarchy, tables will be slightly different
than in previous versions. | 2002-05-30 09:10:35 |
55 | Medicaid_17_0 | (0) Inactive | Variable List rule, OtherMedicaidCoverage
added. This rule allows the user to specify
additional variables to characterize a person as a
reporter, provided that the variable have the
form 1=yes 2=no and 0=niu. | 2002-05-31 14:06:15 |
56 | Medicaid_18_0 | (0) Inactive | | 2002-06-13 13:51:58 |
57 | Medicaid_18_1 | (0) Inactive | Make some minor mods to the eligibility hierarchy
in SetEligibilityType to allow adults back into the
PctOfPov and Ribicoff eligibility tests. | 2002-06-14 11:50:03 |
58 | Medicaid_18_2 | (0) Inactive | Corrected implementation of AfdcAutoElig rule. | 2002-06-19 12:20:00 |
59 | Medicaid_18_3 | (0) Inactive | Look at rule AfdcAutoElig when setting elig type
21 (Assumed to be pregnant under the
"ineligible reporter rule", and assumed to be
receiving AFDC) since that type assumes AFDC
receipt means automatic eligibility. | 2002-06-21 09:34:19 |
60 | Medicaid_18_4 | (0) Inactive | Display error message if table C2 still exists in
forms, since starting with version 15 this table is
produced in the C++ code. | 2002-06-28 10:40:26 |
61 | Medicaid_18_5 | (0) Inactive | Correct how HierarchyOption was being
implemented | 2002-07-01 12:22:03 |
62 | Medicaid_18_6 | (0) Inactive | Add monthly result variable "TargetUserGroup". | 2002-07-02 08:41:07 |
63 | Medicaid_18_7 | (0) Inactive | Modify tables A1M-A4M to use TargetUserGroup
rather than UserGroup, to use function
IsCashRecipientThisMonth rather than
TypeGroup, and to use IsReporterThisMonth
rather than IsReporter. Add table A5M. | 2002-07-02 11:37:42 |
64 | Medicaid_19_0 | (0) Inactive | Modify SetAfdcMedicallyNeedy function so
writing of Gap variable can be incorporated
into main logic. | 2002-07-03 09:33:56 |
65 | Medicaid_19_1 | (0) Inactive | Incorporate Gap variable into main logic of
SetMedicallyNeedy. | 2002-07-03 10:38:46 |
66 | Medicaid_19_2 | (0) Inactive | Minor cosmetic mods to CHIP gap routines. | 2002-07-05 11:06:16 |
67 | Medicaid_19_3 | (0) Inactive | Add function InitializeResultVariables.
Rearrange code in "PovBased..." functions so
income test is last (so calculation of gap vars
can be included in these functions). | 2002-07-08 09:24:44 |
68 | Medicaid_19_4 | (0) Inactive | Move functions SetAfdcMedicallyNeedy,
SetSsiMedicallyNeedy, SetCHIPEligibility,
GetPctOfPovGap and GetSpecialStateGap
inside the citizenship block, so values are only
calculated for citizens and eligible non-citizens. | 2002-07-08 09:33:44 |
69 | Medicaid_19_5 | (0) Inactive | Added function UpdatePctOfPovGap and
incorperated the calculation of
EligGapPctOfPov[month] into the "PovBased..."
functions. Modified the function
SpecialStateProgramEligibility and changed the
CalculateSpecialGap and GetSpecialState
functions and incorperated the calculation of
EligGapSpecial[month] into the
SpecialStateProgramEligibility function.
NOTE: There will be differences in the
EligGapSpecial[month] when compared to
previous versions. This is because the variable
IsPregnant was not referenced as a monthly
variableas it should have been in the old
GetSpecialState function(e.g HHID 14). | 2002-07-08 14:31:07 |
70 | Medicaid_19_6 | (0) Inactive | Corrected functions GetFirstEligInUnit and
GetFirstEligInUnitThisMonth to look for any
eligibility type (not just 1-61). | 2002-07-11 11:52:35 |
71 | Medicaid_19_7 | (0) Inactive | Change function SetMonthlyEnrollmentType so it
doesn't process months where the person is not
eligible. This has no significant impact -- just that
persons eligible in some months but not others
are no longer assigned a
ReasonForEnrollmentMonthly in the ineligible
months. This change is necessary as first step in
cleaning up places where "GetFirstElig..."
functions are not finding anyone. | 2002-07-11 11:59:36 |
72 | Medicaid_19_8 | (0) Inactive | Uncomment code that checks for "FirstElig... =
-1", "FirstReason... = 0", and
RandomNumberOfFirst... = 0" since these
conditions should no longer be happening due
to 19_7 and 19_6 changes. | 2002-07-11 13:17:32 |
73 | Medicaid_19_9 | (0) Inactive | Replace TypeGroup function in table C1 with
reference to IsEligCategory function. The
TypeGroup function was not capturing 1931
eligibles and CHIP eligibles and Unrelated
Children (i.e. only elig types 1-61). They were
included in total, but in none of the
subcategories. | 2002-07-12 12:14:25 |
74 | Medicaid_19_10 | (0) Inactive | Modify SetTypeGroup function in the Eligible
class so it refers to the IsEligCategory
function, for the same reason as the 19_9
change was made. SetTypeGroup is only used
by the benefit calculation functions, and they
only check if the person is medically needy or
not. Since this change does not effect that
determination, this change has no impact. | 2002-07-12 13:13:43 |
75 | Medicaid_19_11 | (0) Inactive | Modify table C2 to use function IsEligCategory
when determining which row to update.
Previously, 1931 eligbles were being grouped
with AFDC Cash. Now they are split between
mandatory non-cash and optional. | 2002-07-12 14:26:28 |
76 | Medicaid_19_12 | (0) Inactive | Modify class CMedicaidTableA to use function
IsEverCashRecipientThisYear rather than
TypeGroup. | 2002-07-12 15:05:52 |
77 | Medicaid_19_13 | (0) Inactive | Add annual result variable
AnualTargetUserGroup. Add tables A7 & A8,
and delete tables M1-M4. Modify tables
A1-A4 to use AnnualTargetUserGroup rather
than UserGroup, and then add table A0 and
rename table A5M to A0M. | 2002-07-15 16:17:03 |
78 | Medicaid_19_14 | (0) Inactive | Add monthly result variable
CHIPExtensionIncome. | 2002-07-17 11:11:27 |
79 | Medicaid_19_15 | (0) Inactive | Change determination of AnnualEligibilityType
(function SetAnnualEligibilityType) so highest
preference is given to months where the person
is receiving cash regardless of the reason for
eligibility, rather than just months the person is
eligible BECASUE of the cash receipt. Change
determination of AnnualEligibilityType (function
SetAnnualEligibilityType) and
AnnualEnrollmentType (function
SetAnnualEnrollmentType) so CHIP takes
preference over Medically Needy. Change
determination of enrollment probabilities (function
SetMonthlyEnrollmentProbs) so 100% probability
is given to months where the person is receiving
cash regardless of the reason for eligibility,
rather than just months the person is eligible
BECAUSE of the cash receipt. | 2002-07-17 16:02:39 |
80 | Medicaid_19_16 | (0) Inactive | Starting with version 16, the eligibility types 48 &
49 (optional state-based pct-of-pov eligibility for
children) were accidentally dropped. This
version puts them back in. | 2002-07-30 11:49:29 |

version puts them back in. | UNKNOWN |
82 | Medicaid_20_1 | (0) Inactive | Replace the rule
"PovBasedMandPctForPregAndInf" with two
rules -
"PovBasedMandPctForPregnant" and
"PovBasedMandPctForInfants".
The above new rules were given the same
value as was already in the old rule for all
existing simulations. | 2002-09-03 13:32:44 |
83 | Medicaid_20_2 | (0) Inactive | Add rules "PregnancyOption", and
"SSICashOption". | 2002-09-04 12:02:10 |
84 | Medicaid_21_1 | (0) Inactive | Add variable-list rule
Mand1931PassParentTest.
Change handling of rule MedicallyNeedyGroups
so the user must specify whether
the AFDC-related groups are based on the
Mandatory 1931 parent test or the current TANF
parent test.
Exisiting runs (unless explicitly changed) will
use the current TANF parent test. | 2002-09-17 13:09:53 |
85 | Medicaid_22_0 | (0) Inactive | MySQL conversion | UNKNOWN |

Change index to "State-1" (from "State")
when referencing "RepPeriodKids..." rules.
Set check of "Reason" back to <= 0 (from
==0) in "GetReasonOfFirstEligble" function.
Set "Reason" to "8" for those months
covered due to continuous coverage.
| UNKNOWN |
90 | Medicaid_23_2 | (0) Inactive |
Move call to "MedicaidBenefits" function
into it's own person-loop so it's not processed
until the enrollment of all persons has been
determined. This may be necessary if the call to
"SetContinuousEnrollment" is likewise moved to
its own person-loop (which is the plan for
23_3) and we end up wanting benefits to take
into account months of continuos enrollment.
| UNKNOWN |
91 | Medicaid_23_3 | (0) Inactive |
Move call to "SetContinuousEnrollment" to
its own person-loop. This way, the initial
non-continuos-coverage enrollment process
(SetMonthlyEnrollmentType) is not affected.
Previously,
since "Reason" was changed, it was causing
some people to lose enrollment months, when in
fact
continuous enrollment should not cause anyone
to dis-enroll.
| UNKNOWN |
92 | Medicaid_23_4 | (0) Inactive |
Modify "SetContinuousEnrollment" so it only
makes changes to months after the first month
(i.e. month+1 where RepPeriod>1).
| UNKNOWN |
93 | Medicaid_24_0 | (0) Inactive |
Add NationalArray rule "DebugOptions",
and function "IsDebugOptionOn".
Add function "IsCoveredByOtherGov".
Correct ChipOption #2 so other government
coverage
is also looked at (in addition to ESI). This
reduces eligibility slightly (see verification
runs MDv24_old and MDv24_new). Undo
correction with DebugOption #1.

a person reports SSI but we don't find them
eligible in the SSI module so we
have no "type" defined for them.

enrollment month, as well as when it changes an
SCHIP month to a non-SCHIP month (and
vise-versa). The first modification has the effect
of increasing the simulated enrollee columns in
these tables (the elderly table does not change
since continuous enrollment never applies to
elderly). The second modifcation switches some
persons between the SCHIP table and the
non-SCHIP children table. | 2005-04-22 15:19:49 |

Error Correction: SSI and TANF
benefits are now included in certain income
eligibility tests.
Previous versions of the Medicaid module
had not been including SSI and TANF benefits
in any of the measures of income used to
determine eligibility. While this is correct for
some measures, there are 3 places where it
should have been included:
- "Percent of Poverty" eligibility tests
- 1115 waiver eligibility tests
- SCHIP eligibility tests
This version of Medicaid correctly includes
SSI and TANF benefits in these measures.

Correct how the module decides if a person is
an allocated reporter. The corrections were:
- The allocation status of the catch-all
variables was not being considered when
determining reported SCHIP.
- The allocation status of the old catch-all
questions rather than the status for the new
catch-all variables was being applied to the new
catch-all questions when determining reported
regular medicaid.
- If the direct questions about medicaid
coverage was allocated, the catch-all questions
were not considered when determining reported
regular medicaid (even if they indicated
non-allocated coverage).
As part of this change, the following
VariableList rules were dropped:
- OtherMedicaidCoverage
- SCHIPReported
- SCHIPAllocated

It was discovered that when computing
income for percent-of-poverty for regular
medicaid (i.e. the result variable
FamilyIncomeForElig), the child
support disregard (specified by the rule
FamilyChildSupportDisregard) was
being multiplied by the number of children in the
family. This is incorrect...the specified disregard
should be per-family, not per-child. In addition,
the disregard was being applied to each child's
child support income separately rather than to
the total child support income of the family. This
version makes the required corrections.
