For TANF purposes, TRIM3 considers someone disabled in a month:
- where he/she is considered disabled by the SSI program (i.e. the variable pointed to by the rule SSIMonthlyPersonEligType is non-zero) or
- in a month which is part of a three-month spell where he/she is not working due to disability (i.e., in each of the three months, the input variable MonthlyWeeksWorked = 0 and/or the input variable LastHoursPerWeek = 0, and the input variable MonthlyLaborForceActivity = "Ill or disabled".
