A person is considered unemployed if either of the input variables MonthlyWeeksWorked and LastHoursPerWeek are zero 0, and the input variable MonthlyLaborForceActivity indicates that the reason for not working was any of the following:
- ON_LAYOFF_THIS_MONTH
- LOOKING_FOR_WORK_THIS_MONTH
- DISCOURAGED_NO_LONGER_LOOKING_THIS_MONTH
- OTHER_ACTIVITY_THIS_MONTH and the input variable LastRemainingActivity = NO_WORK_AVAILABLE_PART_YEAR
